This may not be the actual cause, but if you've replaced the throttle pot then you have to go have the new one "set up" at Rover. To save money on this, remove the entire throttle body from another in a breakers and put that on instead, but do not remove the throttle pot from it!

Have you run the stepper motor reset procedure? (also consider stepper motor a possible problem). Turn ignition to ON (but not started) press the accelerator 20 times fully, switch ignition off, wait (you should hear a clicking) then turn back on and start up.

Also, try taking the battery off for twenty minutes.

To check the ECU is functioning properly, disconnecting the coolant temp sensor when the engine's running should make a noticeable difference to engine note, if this doesn't happen some sensor is forceing it into "limp home" mode.

Finally, cleaning the throttle body out can help, there's a good guide in .pdf format on the owner's club website,
