1) Change the fuses for new ones. Clean the fuse box contacts. Sometimes fuses look good but don't actually work. 2) There is a common ground behind the instrument cluster. Take it apart and clean it very very well ad put it back. 3) What else electrical doesn't work? +12V leaking into that ground circuit will also cause this problem.
