I found the problem that I posted below..
The problem was mostly due to a loose bolt -- the "Eccentric and Bolt" bolt on the driver side allowed the wheel to move forward and backward about 1/8 an inch.. that was enough to cause the car to be uncontrollable. Also, driver side, front upper arm bolt/bushing is loose which allows the wheel to tip in and out a little.
I didn't locate the problem because of how I was jacking up the car.. I had finally jacked up the car by the frame rails instead of placing the jack on the lower arm.. I know -- I should have done this in the first place.
After tightning up the steering box bolt and all the other bolts I have made a 90% improvement. It still needs a new steering box and I think I will buy one I recently saw that is a drop-in replacement but completely re-engineered with better response).
