Driver side - Front End - bouncing around 50 to 80 - worse at lower speeds. It's not the balance & it's not an alignment problem. Both have been checked multiple times. I've been advised that it's got to be struts & that will be about $1k since you've got to both sides even though the one side is the problem. The steering wheel vibrates & the hood on the LH side can be seen fluttering. Any suggestions?

Struts won't cause a vibration. An unbalanced rotating mass will. Since you say it's not the tire or wheel you need to look at the rotor on that side. If it's ok then look at the wheel bearing and CV joint. After that the motor/tranaxle mounts.
