98 SW1 - RPM increase between shifts, high idle problem, engine RPM slow to decrease

This is worse lately, but I think did it to some degree since almost new:

Often when I shift gears (5 spd manual) the engine RPM's will hang (stay at

2800 RPM or whatever for a second or two) before starting to drop. Clutch is in, foot off gas. RPM's slowly drop, but not as fast as they should. Sometimes when I take my foot off the gas and put in the clutch, the RPM's actually increase by 200 and stay there for a second or two before slowly droping.

Corrective action so far:

Cleaned throttle body. Replaced IAC. Replaced throttle position sensor. Fixed small vacuum leak.

Mechanic is out of ideas!

Read an earlier post that suggests this problem might have something to do with the coolant temperature sensor or connector - I'll look into that.

Any other ideas?

Tks! Darren.

EGR? ...just a wag (wild ass guess)
