Just had new rear brakes done, not by Subaru. Pedal is low and doesn't feel right. Garage that did repair says its fine, and can't adjust it anymore. What can I do?

Just had new rear brakes done, not by Subaru. Pedal is low and doesn't feel right. Garage that did repair says its fine, and can't adjust it anymore. What can I do?
Check your seat adjustment.
Take it into a Subaru dealership to have them check it out?
