93 Chevy g20 Overcooling

I can't seem to get my van up to proper temp. This truck has a history of little heat. Air from heater is warm, but not right. I've changed stats. The coolant is green, green, green, with no sign of rust. Coolant return from the heater core is excellent. I have been told that the return line from the core should have a restrictor in it; mine doesn't. Just a heater hose. Does anyone know anything about this? Thanks, and hurry. I'm freezing.

Could be a temperature control problem. The temperature control vanes in the HVAC system should force all of the air through the heater core and not around it. I am not familiar with your vehicle, but you will get much more heat from a wimpy heating system if most of the air is recirculate instead of drawing in a lot of outside air to be heated.
