The problem here in part is that people get pickup trucks to use as cars, and when the vast majority of the pickup truck buyers are using them as cars rather than as trucks, you have to treat them as cars rather than trucks for legislative purposes.

Which is a shame if you ask me, and it has an adverse affect on the people who do actually use them as trucks.
