90 Integra overheats slightly but when I turn the heater on it goes to normal and stays there. Is this enough info to point to a stuck thermostat? Since turning on the heater results in lower temps, this would indicate that coolant is flowing thru the block so I'm a little confused.

When you say it overheats, do you mean the needle goes into the red zone?

If turning the heater on works, you've either got a plugged rad, or the rad fins are corroded and falling off.
My first guess would be a radiator that just isn't up to snuff anymore. You can have it rodded out or just replace it.
