Carb 22r 1987 toyota puckup 4x4

i rebuilt my engine over the period of a year. i have it together and it runs but will not idle. i have noticed, via various diagram sources, that i am without an item which connects to the rear driver side of the carb and the throttle cable linkage. it is called the "throttle postioner" i have a gif but don't know how to attach it to the post.

is this used on all models throughout the US? i am in pensylvania. i have seen some photos online with it and without it.i cannot believe it is something i misplaced but like i said it was year before i found the time and money to put it all back together. i should have taken a picture before i started!

the throttle positioner has a vacum connector which is used with air-conditioning (this is what i found out) but i don't have air-conditioning.

any input would be appreciated.
