Perhaps you misunderstand the nature of the "loss leader" advertising. The entire purpose is to get you, presumably a new car shopper, into their dealership. They are not going to publish that price anywhere that you can easily compare between dealerships.
Additionally, they tend to choose the least desirable car on the lot for their loss leader. It's an unpopular color, is 'used' in some fashion (e.g. by a dealer employee) but can still, under your state's auto title laws, still be sold as a new vehicle, has damage from shipping or storage which hasn't been repaired, or otherwise has some problem which might repel a buyer.
Even if perfectly acceptable, the dealership might make it difficult for you to purchase it - stored at a remote location, only certain salesreps can show it and "they aren't here right now," etc., all most assuredly complying with the letter of anti "bait and switch" statutes while being comtemptuous of their spirit.
