The shoulder is the outside lane when there is more than one lane. YOU said that the slow traffic should drive in the inside lane which is nearer to the center of the roadway, but the standard around the world is that slow traffic drives on the outside lane.

Whether traffic drives on the left or the right, the outside is always to the shoulder and the inside is to the center. No f---ing wonder you have so much trouble riding your bike in a universe filled with cars. You ignore stop signs and traffic lights, and you ride on the wrong portion of the roadway.
