Can a 1994 V6 Camry use 14" wheels. I have access to a used set of 14" winters and would like to know before I go looking for some steel rims. TIA.

The answer is: it may or it may not. Your car has stock 15" rims. Sometimes, wheel sizes are made to clear the brakes. The diameter and width are determined to ensure proper clearance. Try to put one of the wheels on and see if it fits. I doubt it but it is worth a shot.
There should be no problem with that
It can, if you take care to get the rolling radius and therefore the circumference of the wheel and tyre about the same. You need to do this or your effective gearing and speedo calibration will be different.
Assuming your car is fitted with 205/65-R15, which is a common size here in Oz, on 14" rims of the same width, 6", you would need 195/75, 205/70, or
225/65 tyres to get approximately the same rolling radius. These tyres could be fitted to a 6" rim.See
Also take care that the rims you get will clear the brake calipers and other suspension components through the whole range of wheel travel, since the rim offset may be different. You may also find that your handling and ride may change a little since the sidewall height will be greater.
