Almost every time during the first 10 seconds of refueling, my idle goes up and down for 3-4 seconds.(800-200 rpm). It will then level and not do it until my next refuel. I have searched the groups and couldn't find anyone else that has experienced this problem. 99le
Your car should not be running during refueling. Read the owner's manual!
Do you smoke too while refuelling?. Its against the law here in Ontario to refuel while the engine is running.

You should NOT have your engine running while refueling. It could ignite fuel fumes.
Because the gas cap is off. Try driving with the cap loose or off and you will see the "check engine" light. Also, gassing up with the engine running is dangerous and therefore stupid from now on now that you know better.
