Lifetime Warranty on Seatbelts - Fact or Fiction?

My rear right seatbelt no longer retracts the belt. So unless a really fat person is sitting in that seat, I can't "legally" put someone in that seat. The car is a



1999 Camry LE with 72,000 miles.

A co-worker was telling me that (by US law) seatbelts have a lifetime warranty. Is this true?
