I have a similar problem. 1986 engine, overhauled, installed in a 1991 body. All sensors and thermostat working properly.
Bottom rad hose is cold, indicating slow circulation, or a thermostat control problem.
One possibility not yet explored: the air dam below the front bumper was removed at overhaul, and the resultant higher air flow over the thermostat housing and coolant ducting may be causing the thermostat to sense cooler temperatures.
