I want to put a muffler on my jetta, for the sound of coarse, so i took my muffler off and put another one on and nothing happened. Obvisouly I need to take my cat off too. Yes this is illegal. Is there anything that I can get to replace my cat that does its job but doesnt remove the sound?

What sport tuned exhausts have you tried so far? I dont believe there are any legal alternatives to the cats especially in the US or NA
Yes.
Cats don't do much to reduce the noise. I suspect you put on a legal sport/high performance muffler. I also suspect you want more noise not performance and you want more than a legal muffler will provide. You may also have chosen a muffler not really designed for your engine, which will not do as it was designed.
While I do appreciate a good solid sound exhaust, I don't appreciate excessive noise. Far too many drivers, especially young ones, seem to feel that a lot of noise will make up for their own lack of self esteem.
It's safer to be heard and seen though ;-)
How about tackling the other end of the equation and getting an induction kit for the inlet - gives a nice roaring sound!

See how it sounds without the muffler. If it's a turbo, it may be acceptable. Otherwise, put a performance muffler on it - a Dynomax Turbo or similar.
