Brought my 2000 1.8t Beetle into dealer with check the engine light on and the trouble code is P0411 which is "Secondary air injection system incorrect detected". The dealer diagnosed it as a failed "Turbo bypass cutoff valve" and "cracked vacuum lines to the cutoff valve", which carries a $440 cost. Does this sound plausible?

Would the P0411 code (Secondary air injection system incorrect flow detected) have anything to do with the "Turbo bypass cut off valve" and the vacuum lines to it?
