The fan one is at the bottom of the radiator on the driver's side. Just went through this same thing 2 weeks ago with my '91 GTI. New switch solved the problem.

The other thing you can try if that doesn't work is replacing the fan relay. It's at the top of the radiator and is a little metal box. Well, if it hasn't already been replaced it's a little metal box...the replacement is plastic. But since your fan does work with the A/C turned on it's not likely that the relay is bad then.

The old switch just unscrews but you'll lose some coolant so if it's newish coolant be prepared with a clean bucket to recover it. If not, you'll need to also pick up some G11 from your dealer and some distilled water and you'll need to add new coolant to replace what was lost. It's an easy job...just a little messy.
