Mostly yes. The exceptions are the current Passat (reverse is moved to below '5'), most likely because it shares the same platform and engines with the Audi A4 and might also have something to do with the longitudinal engine mounting instead of transversal. Not sure if that is true of older longitudinal-engined VWs (e.g.: B2 Passat/Quantum) though. But the vast majority of front-drive VWs are as you described.
