For Sale: Auto Taser

Selling a brand new, unopened "Auto Taser". Mercedes-quality device which clamps securely to the top of the steering wheel. After exiting the car, arm
with tiny remote and leave confidently. Should anyone break into your car, an incredibly irritating, 130dB piezo alarm sounds for 20 seconds. When it stops, 50,000 volts of electricity dances and crackles up and down the length of this black enamel, steel rod (2" thick). Nobody in their right mind would ever attempt to touch this, but if they did, they would be ejected from the doorway of your car and exit quickly. If the rod is locked on the wheel so it is in front of your expensive CD head unit, you don't need to woory about your dash being carved up as no one can steal what they can't touch! If the guy who breaks into your car has a pacemaker he will not be injured, but scared. Auto Taser cannot kill or injure anyone and is safe. Legal in all 50 states in the U.S. Sells for $249, no installation required, includes zipper vinyl case and stickers warning of high voltage protection. Uses three 9volt batteries. $100 + 8.75 for UPS. snipped-for-privacy@hotmail.com

The same way your 12V battery generates 50,000V for your spark plugs.
Chop the 27V DC, and use a 2000-1 step-up transformer would do it, although I am sure that there are far cleverer ways.
