It is. Toyota called it the EBCV- External Bleed Control Valve

If the check engine light is not illuminated, it is unlikely that there will be any codes stored in the computer. To get codes, jump wires E1 and TE1.

You are describing normal operation of the cooling system. It is probably OK.
