I have a 99.0 A4 1.8t that is lacking power, I think I've narrowed it down to the turbo. I also have a 2000 Passat 1.8T right next to it in the garage. Any issues with swapping the turbos?

What kind of power loss are you experiencing? Also, it comes to mind that you should have your turbo VAG-COMed in case it's one of those naughty diverter valves or Magnetventils. Then again make sure all the plumbing and especially the turbo intake pipe-manifold are OK.
If it's the turbo that's gone to pot, you might hear some loud hissing at irregular intervals when it's under load. I would suggest listening for that on both the Folks and the Audi with windows down, radio and vent off in a quiet, preferably narrow street uphill with walls on both sides that would echo and amplify the sound they make in second or third gear.
