In San Francisco, if you find yourself a pedestrian (God forbid), you may find yourself waiting at a Don't Walk sign and hear the sound of a horn beeping off in the distance.

This driver is indicating that he knows the light is about to turn red for him, the Walk sign is about to light up for you, and that he has no intention of stopping or even slowing down.

So, he is warning you not to step out into the crosswalk.

San Francisco drivers are polite that way.
