What would doing that stuff cost.. ball park figure? I just got an 88 Formula 350, and am just curious as to what it would take cost wise to upgrade a little.

You can get a nice exaust installed cat and all for about $500. Or just go for an all new exaust system headers and all for that much, but you'd have to install it yourself. Maybe and extra 2-300 bucks for someone to put it on for you, but not too hard to do.
