rich idle situation

need help on this one, after the car came back from the garage i have very little power on my 1983 Z28 camaro. they changed a couple of things on the carb to pass smog test. when i set the idle mixture screws more then half a turn out from seating the car runs really rich idling. factory setting is 3 half turns, it was when i brought it to the garage and it ran fine. but not anymore. carb is a holley 1850 secundairy vacuum on a bone stock 350 ( exept for the intake, dual plane weiand)



i am no longer on speaking terms with that garage so i can`t ask them what they f*ck`t up where do i start looking thanks in advance


I would check the timing first. retarding the timing will clean up most of the tailpipe emmisions. They might have done that to get it to pass. Also check the vac hoses and see if they messed up on one going to the dist. Check the timing without that hose on, try about 10 BTDC.
