If you are going to take a shot at replacing a part. Replace the multifunction switch because more then likely that is the cause of your problem.. Glenn Beasley Chrysler Tech
It sounds like he's describing a turn signal flasher.... Does it look like this?
If the 1991 is like my 1993 (similiar body style), the light switch is located to the left of the instrument cluster. There are three switches. Top for headlamps, middle for park lamps, and the bottom is for the 4-way flasher. Are these three switches part of one unit as Glen describes? The turn signal switch only controls the front wipers in addition to the turn signals.

Yes but the headlight dimmer switch is part of that switch
Sounds to me like both his low beams are burnt. Have you even checked the bulbs to make sure that they are not burnt?
But if he is pulling the switch back for high beams, that allows you to flash the high beams only. You have to push forward to turn on high beams. That's what I am figuring though. Isn't that how the switch works on that year?
