1990 vette auto climate control problems

To get down to it. My automatic climate control is going haywire. The readout reads good and shows no faults (00) duringthe CC diagnositc. It gives outside temp and switches from vent to defrost to floor great. The problem is that it always blows hot air?? The automatic temp control shows it going to the desired temp say 60 and the fan kicks right in, but the air stays hot. Now, I am in the Seattle area so I dont mean just non AC hot but heater core hot! I have had the hood up and kicked it from all the way on the hot side to the full cool of 60 degrees and the AC clutch never kicks on and the air flow stays hot. Even when I turn the fans off the hot air still radiates in the car making it very hot eventually and having to ride with the windows down. I am at a loss here and hope someone can help me out.
