96 stratus overheating

vehicle overheats at stop signs and stop lights.when you take off and drive it cools back down.coolant was very very rusty.i have replaced thermostat, radiator hoses, and radiator.still overheating and fans are working.took it to a shop and they told me it was a head gasket.i had them do the head gasket still same problem.i feel it may be the water pump no circulation at idle.just a theory.can anybody help please.

Depending on how bad this system was rusted up. The impellar on the water pump may be bad. Or a collasped lower radiator hose? With the thermostat out of the vehicle did the coolant circulate? And just curious, you had the timing belt off when the head gasket was replaced, that extra 10 min of work.... why didnt you get the water pump replaced at the same time?
