'01 QC4x4 2500 V8 heating issue.

You are talking about a 73 to 75 temp increase with the blower on high, that's actually pretty good. I doubt that you are going to find anything wrong with that system. If you were talking about a 20 degree or less increase then I would say that you probably have a problem but not at this level.

Realistically, with an ambient of ~40 degrees, you should be getting a discharge temp from the floor vents of about 150 degrees with the truck at normal operating temperature.

That's kind of what I was expecting. Just need to find out why I'm not getting the warmer temp. 150 should roast me out (as I remember it doing) with the fan on high.

I remember plowing up in Maryland with temps in the single digits.....with the fan on low I still had to reduce the temp setting it was so warm.

Max, I found the actuator and you are correct...it is accessible from from the passenger side footwell. I tapped on it and it is operating. However, I can't tell if it is going through its entire range of motion. Is there a way to tell? I'm hoping that tapping on it solved the problem (fingers crossed) but prepared to go further if needed to get my heat back.
