idler pully assembly question....

There seems to be a cap or cover on the idler pulley that has moved forward and is touching my fan blade on occasion. I was wondering if anyone knew whether or not this idler "cover" normally snaps on and off or what ???????????

What is the best way to access this pulley assembly and what type of tool is recommended? Isn't that the pulley that gets moved when installing a new belt??

I removed what was left of the tensioner-it kind of just fell out in my hand after I removed the belt. Looks like it is time to go to the auto parts store!
