Roof racks -- can new racks mount on old Explorers?

Does anyone know if the new raised side-rail roof racks can be mounted on

91 - 94 Explorers? Are there any independent, third-party, makers or sellers of raised side-rail roof racks? Ford's prices are consistently over-priced.
