Taurus 1995 GL SW 3.8l, check engine light blinks, codes 181 189. Where to look?

Ford Taurus 1995 GL SW 3.8l. 65000 miles, garage storage, regular maintenance. Recently Check Engine light started to come on occasionally. (5-60 sec on and then off). Self test displays error codes 181, 189. Meaning of the codes is: "Fuel system at rich adaptive limit at partial throttle/ system lean". I was not able to get any connection between car behaviour and "check engine light". Any idea on where to look will be appreciated.

Also, It is said in the Ford manual that blinking of the Check Engine light is not a sign of malfunction. Any ideas why?
