93 BUICK REGAL

The trunk was left open for two and a half days,so the car wouldnt start. Tow truck driver tried to boost it and it started smoking (starter wires I guess)the motor was turning over,but it wouldnt start. towed it to the dealer who says there were burnt ignition and indicator fuses,bad ignition module, fuse link at starter,replace pcm,replace supressor diode in engine harness. the tow truck was a 12 volt boosting system(no 24v switch). dealer says that this damage could have happened as a result of reverse boost by tow truck. aren't fusible link and ignition fuses mean't to blow before this damage could be done? Could it have been done from trying repeatedly with a battery that is almost run down?
