Pretty much. The revenues the government get in from petrol is about the same as it costs to provide free health care.

And I thought here on the wast coast of Canada $1.08 a letre Canadian was bad, but with converting to gallon and US $ it's only $3.36 a gallon, at least I don't pay as much as Bulgaria :) Funny my first job in the mid 70s was at a gas station, I remember motor cycle gangs coming in, be 10 or 15 of them all getting 32 cents worth of gas. In 1985 when I sold my bike, 2.5 gallon tank cost $2.65 to fill up.
