I've come across other vehicles with crossthreaded bolts on

safety equipment you're not really supposed to be able to remove easily.

Cross-threading is not a valid manufacturing technique. It is more likelky that you are encountering a permanent "Engineeering Lock-Tite" (use heat), or a mechanical type of thread lock.
