Tire Size and Speedo Reading

Please help me settle a "discussion" my neighbor and I are having. As most of you already know, the stock tires on my 2003 TJ Sport are Goodyear GSA (I know, it stands for "Get Stuck Anywhere") 30x9.5/15. As soon as I can justify new tires, (wifey has issues) I will be putting on 31x10.5/15, probably MT/R's or the like. Here is the topic of "discussion"... I say the speedo will read less than the actual speed I'm travelling with the larger tires and my neighbor says the speedo will read more than than the actual speed. Can someone please chime in here? I have 33s on my CJ and I never changed my trans cog so I comp my speedometer by about 10 miles per hour up. The bigger tire rolls further per rev so your speed shows slower.

The tires have a larger diameter, therefore a larger circumference. For each rotation of the tire you will traveling farther. Therefore, for any given speedometer reading, the larger tires will cause you to travel faster than smaller tires would. Tell you neighbor to read his high school geometry and physics books.

I recently put 31x10.5 BFG AT/KOs on my 2002 TJ/X (and they do not rub, no mater how hard I try to get them to). According to my GPS, I travel at 63.8 mph when my speedometer reads 60. The GPS is very accurate when in motion.
