Update: 91 Wrangler failed emissions

Good news/Bad news

Good news: I passed VA emissions. I ended up changing the O2 sensor, plugs, wires, distributor cap and rotor, and a bottle of "Guaranteed to Pass". I feel like I'm getting +5 mpg. When I went to change the O2 sensor, I found it unplugged. I'm not sure when it happened, but since it was 12yrs old and I already had a new one, I changed it.

Bad news: When changing the distributor cap, I broke one of the bolts. It was deep enough where I could not cut a notch and back it out. I was unsuccessful trying to drill the bolt out. I had a bad angle and could not drill straight. I ended up mangling the flange on the distributor. In the end, I have a bolt on one side and a tie- tie on the other. It's not 100% tight, but pretty close. What could happen?

It isn't much harder to pull the whole distributor than it is to pull the cap. Pay attention to the initial position of the rotor, pull the distributor out of the block and remove the screw on the bench. Don't turn the engine over at all while the distributor is off and it should drop right back in. Most of the time, that screw goes all the way through the flange and can be grabbed from the bottom.

Thanks for the follow-up.

A zip tie will work fine on the cap. I usually get a long one and come up over a plug wire post or two. It will fit tighter if you put the zip tie on first, then screw the other side down.
