Used dividing heads have got fairly cheap over the last couple of years as CNC machines make then obsolete. You should be able to pick up a decent one for a realtively sensible amount of money if you have a chat to a machine tool supplier.

TBH, I mostly manage to buy bolts and things. While in theory I can make 'em, it's never worth the effort of setting it up.
If I wanted something really unlikely, I'd have a shot at turning it up on the lathe.

Makes my Myford lever operated collet chuck & 24 collets look made of solid gold - cost me quite a few thousand to get the set, over a number of years.
How does the collet block mount to the machine? T-bolt to the table, I presume? It's not clear in the images

We had the same thought exactly.
I think they are just free blocks - clamp 'em down how you like basically. We have a few standard plates with toggle clamps and stops on them, you just drop the block to the stops and whack the clamp on.
So long as you have a tall back stop, the hex block can be stopped with the same rigs. HTH
