If shift solenoid "E" is stuck "OPEN" how would that effect the transmission operation and how would "Closed" effect the operation?

This is just a guess on my part, since I do not have the repair manual in front of me, but if the shift solenoid is stuck open, the torque converter does not lock, while a solenoid stuck in the closed position would not allow the torque converter to unlock. Since the engine is not stalling when you come to a stop, my guess is that the transmission does not have the lockup feature on the torque converter.
