Just FYI, I won!
Had to go all the way to NPAS though. The defence of inadequate (albeit meeting the minimum legal requirements) must have found some sympathy (there are precedents that the minimum legally required signs aren't always enough). That, and the fact that the council didn't submit their case on time / couldn't be bothered to.

FWIW I was up in Lockerbie this week, and Dumfries & Galloway (along with Carlisle) use a similar scheme.
The signs did say disc parking, but gave no indication of how you actually GOT one (seems like a completely pointless concept of an idea to me).
Fortunately, the place I was staying in had them available for visitors, so I didn't have to piss about.
