the fan/fan switch may be at fault or it may need a new thermostat or may have a major/minor engine or cooling system fault. unfortunately you need someone with experience actually on the spot to diagnose this correctly. several scenarios:

if you can drive the car on open roads without it overheating or losing water then it may be that the fan fails to cut in when used in traffic, the engine then boils the water and throws some of it out.

the car loses water all the time, a leak or internal engine fault.

boils up soon after driving away, first call would be thermostat, next head gasket.

only overheats when used in hard conditions, might be blocked radiator or fan switch coming in too late. or even lack of correct coolant.

Have you tested the fan? Leave it running and watch the temperature gauge. The fan should cut in as it reaches the red and then stop. If it doesn't it is the fan or the sender. If it does, the problem is elsewhere.
