Yes and no; lashings of torque and when driven gently the transmission keeps the engine under around 1,600 rpm.

That's exactly what, effectively, happens on a closed throttle on most vaguely modern injection systems.

Let's not forget that a lot of (most?) ABS cars don't actually use vac servos. They use electronic pumps. Which will switch off with the ignition.
