Won't rev past 3500rpm

Car: 1995 Cavalier 1.8 Problem: as subject line. In neutral or in gear, extremely reluctant to rev past 3500, hesitant rather than misfiring, almost like a rev limiter. Bad when cold, gets better when warming up, not bad at all when full temp. Have changed fuel and air filters. Have checked for vacuum leaks and splits in the air hoses. Cold/hot air flap in air filter box works as it should (closes off cold air inlet when started from cold).

Not sure where the air temp sensor is - anyone? Would a faulty air temp sensor cause the above symptoms? There's no hint of anything wrong below

3500 rpm.

it might be worth checking cam sensors etc. i had a similari issue with a cavalier SRI, where it would go into limp home mode and be extemely hesitant and rev-limit at around that speed. in my case i had a dodgy connection at the cam sensor which could be temporarily rectified with a wiggle.

Tim (& G-man who suggested the same): Would this be temperature dependent? The car is OK at full temp, just bad when cold.

i was thinking on the lines of a tight engine when cold or lack of oil circulation (wrong viscosity - too thick when cold) , but i wonder if it would reach 3500 rpm in that case

Can't see/hear any tracking, also plugs/leads tend to be worse at lower revs...
