Can anyone tell me what the arrowed item does on this lucas fuel pump:

(83k)It's connected to the fast idle arm with inturn is connected to thethermostat. I've looked in my Haynes manual, but there is no mention of thispart of the pump. As you can see, the rubber has perished and I waswondering what it did and how quickly I should do something about it. Also, I take it that the larger item on the front of the pump (with the two cable ties around it) is the stop solenoid?
