Most dealers have been selling at MSRP; Toyota Signature Dealers are required to sell at MSRP or they lose the designation of being a Signature Dealer.
Is there a list of them??

Not that I know of; however, all of them have a plaque indicating that they are.

but it seems none of the dealers in Seattle area are Signtature. Why in world dealer become a signature? They would lose an opportunity to charge over MSRP for hot cars like Prius and Highlander
Because they get perks from Toyota, plus the ability to tell customers that they are Signature Dealers.
