With a siezed turbo the guage will move as the vacuum will vary, but it'll never move into the boost at all, it'll always stay in the vacuum region. The guage would behave exactly the same if you connected it to the intake manifold of a non turbocharged car. The resting position of the needle when the engine is off is 0 psi, below that point is vacuum, above it is boost.

Once in my old 9k the gauge was not moving properly - Thought that the gauge is stuck and didn't bother to do anything as there was still the "kick"...

However the time to replace the instrument bulbs came and I was checking the turbo gauge as well - It moved proprely with the air/pressure feed from a bicycle pump.

Then I realised the there was a very sharp bend on the feeder tube,,, on the hassle / connectors above the break pedals (with the y-connectors etc.).

Once I cut the bend away (the tube was already de-formed flat) the gauge started to work ok...

Just as my 2 cents,,, always the problem is not a big one ;-)
