It should be true! The Swedish press is swimming over with news about GM's final sale of Saab, to the Koenigsegg Group. It's to be officially announced tomorrow.
The two parties have already signed the contract, where GM is passing over the rights to technology a.s.o.

Has the government agreed to underwrite the EIB loans? Or do we take it that if the sale is announced the government has agreed to underwrite the loans.

Nope, the sale is only the transfer of stocks, knowhow and so forth. The loans are for the continuency of the company.
