95 sc2 Front end noise at low speeds

If not brakes or tires, possibly the front wheel bearing needs replacement? Try elevating the wheel and moving it from side to side to see if the bearing is worn and needs replacement.

I did jack the car up and tried moving the wheels and seemed not to move, but i am not a great mechanic either. Would it be a noticable difference when you move it? I grabbed the top and bottom of the wheel and wiggled it, that is right, right?. If it is the bearings, are they replaceable without replacing the hub, and without special tools?

You wouldn't feel much difference unless the bearings were really shot. Next time its making noise see if it goes away by turning right or left. That would indicate wheel bearings but it sounds more like tire noise to me.

I had a bad noise at slow speeds at around 60,000. It seemed to get quieter when I put my foot on the brake, but not go away. Putting tires on it helped, but new rotors took care of the problem.

I know that don't sound right, but it took away the noise completely.

Sounds like a wheel bearing to me. I had the problem on 2 of my saturns('91 and '93) and it was the wheel bearings. I suggest you do not try to press the bearing out and replace it. I bought used "knuckle&bearing" assemblies at a salvage yard, and they cost me $60 a piece. The sound went away and the used parts have over 50,000 additional miles on them in MY cars. I have noticed that most early saturn's have wheel bearings wear-out on the passenger side well before the driver side. WHY? I don't know, but they do in Michigan for some reason.

Check your break pads. There is a clip which holds the pad in the torque plate, these tend to touch the rotor when the pad is low. The noise doesn't go away when making turns, might start to stop when pushing the break, but will start to be constent with or without the break prushed. But it would be as other said, front wheel bearing. How many miles are on your car? A wheel bearing might make a constent sound not just at low speeds.
