'90 Legacy ABS light problem

Hope someone can assist: our 90 Legacy with 140,00 kilometres has the ABS warning light on. My shade tree mechanic (very good, but not a Subaru specialist) finds a code reading #9. According to his 'puter, this can mean either the ABS relay (relatively cheap, I presume), or it can mean a new ABS pump/motor.

My mechanic, an honest bloke, says it can take hours of diagnostics (hence, expense) to determine which it is: Anyone have experience with this? Are the relays prone to malfunction more than the pumps? I hate to just guess, but I am inclining toward putting in a new relay and see whether that fixes it or not...If not, then I might scout around for a used ABS pump.... Have a competent mechanic check the wiring harness. Next I would guess that the system had been improperly bled...this can really foul up an ABS system. Of course if you know someone bled the system ask them how and if they didn't follow the correct procedure then I guess they owe you a repair. TG
